I-Neighbors is a new MIT-spawned project to use social software to connect neighbors. Pretty rough and relatively unpopulated as yet (I could only find two other people in all of Seattle), but also an interesting framework. I'm convinced that smart places will accelerate urban civics. This isn't (yet, at least) the site to do it, but it's a pretty decent attempt at proof of concept.
